The Google Sandbox, according to popular belief, allows Google to distinguish between websites that provide low-quality, out-of-date content and those that have high-quality, up-to-date content. It is in Google's best interests to ensure that the SERPS findings it displays contribute to extremely important, up-to-date, and usable websites. Since relevancy is so important to a search engine's success, it would go to great lengths to ensure that its search results are relevant. Filtering and monitoring new websites may allow them to provide more accurate results in the real SERPS.
