Page Linking - Is page rank more important than index pages?

When choosing sites to link to, is the ranking of the links page more important than the sites index page?

 Yes, page rank is called page rank because it's just that. The measure of a pages rank, not a sites rank.

It doesn't matter if a sites index is a PR8. If your link is on a page thats so deep, theres no PR, then you're getting no PR.
