How To Get Backlinks From High-Ranking Websites

Hello All,
Whilst, I have a lot of back links, I am nowhere on search engines yet.
I used traffic travis to find where my competitors are getting back links from. The competitor to my product are using high ranked websites to get back links. No surprise there!
The competitor is getting back links from nhs site, department of health websites, who are very highly ranked of course.
But how are they doing it?
I looked at the page from traffic travis that is back linking to my competitor website, but don't know how he is back linking from this page. There is no mention of competitor website on the article or on its comments so how is he doing it?
I registered myself on the website but there is nowhere I can put my website address. How is this possible??

Can anyone kindly help me on this.

 It's difficult to tell how they were able to get backlinks from high-ranking websites without knowing the domain name of your competitor. If you could post the name of the site here, then we can all take a look for you.

It's possible that the competitor site was referred to in the article, or on the comments section, if the page has one. It could be that the website used to accept links from other sites but have changed their policy recently (like Squidoo) so your competitor has old links on that site, while you can't build one on the same site any more.

 Hi Praspin,

The competitors either know how to do black hat SEO or they are having someone to do it for them, or these are paid links.

But there are several (good, white hat) ways to do backlinking to high PR sites (like .gov or .edu sites). You may refer to the blog links below:

Below are some of the high ranked sites that he uses.
The sites that are used to backlink are alltop.com, sitepromotiondirectory.com, storify.com,siteswebdirectory.com, aixnmr, wikipedia etc.
I have gone into these sites and registered but not sure how can i get a backlink from these sites to my site.
I must be very thick, spent hours on these sites without achieving anything!
Help please?

 You can get backlinks to your site from many places.Best way is to promote your site to social networks (Twitter, Facebook..), bookmarking sites (Digg, Stumbleupon...), Article directories (Ezine articles, GoArticles...) and web 2.0 (Squidoo, Hubpages...). You will also get natural traffic to your page from users visiting those sites. Or you can buy links from websites like SEOclerks.
