 I think that it is possible, but small bussiness has less resources, so it is really hard to stay in the race. You will be able to get in the first page with a hard work, but the question is how long you will be able to stay there.

 Yes, like many others have already said you can do SEO for any business no matter it's size, the only problem probably would be something like you know your whole damn budget for whatever possible means out there.
